Do you have the device plugged into a monitor? If not, you can't do that.

Essentially, what you're trying to do is set up your laptop as a router. You want the RDK to talk to the laptop and ask for an IP address. @Changmin Oh 's suggestion is assuming that the RDK has connected and asked for an IP address, but it hasn't done that

If nothing works my best recommendation is to use: https://www.raspberrypi.com/software/ and install a raspberry os image on ur machine. Raspberry pi imager lets you configure ssh and all the passwords before burning the image.

For two computers to talk over a network, they both need an IP address. When I said about DHCP, that means one computer asks the other computer for an IP address, then they can both talk to each other>

In this case, we don't need DHCP. The board is set up to have a static IP address, which means it doesn't need to ask for one. What we have to do now is make sure that your Ubuntu laptop also has an IP address within the same subnet.
