The UK Carbon Reduction Plan is the government's blueprint for reducing emissions. It sets out the government's strategy, with a particular focus on emissions reduction in the power sector. This includes commitments to decarbonize the power sector and ensure that all new power stations are zero-carbon by 2035.

 

The Carbon Plan sets out progress to date and assesses the cost-effective next steps. These include downscaling the integrated assessment model pathways to produce a target for 2030. This will reduce emissions to between 58-63% below 1990 levels. However, this target is below the UK's own policy, as well as being below the 1.5degC limit set out in the Paris Agreement.

 

While some of the UK's climate policies are consistent with the Paris Agreement's 1.5degC temperature limit, there are some weaknesses that need to be addressed in order to achieve the UK's climate targets. To meet these targets, the UK must increase its ambition, introduce additional policies, and significantly increase its international climate finance contributions. In addition, it must improve its domestic climate targets.

 

One of the most critical gaps is in energy efficiency in buildings. Despite recent improvements, the UK has a long way to go to meet its domestic climate targets. If the building sector is to play a significant role in reducing carbon emissions, the government needs to ensure that it has adequate funding and delivery mechanisms in place.
